Resolutions Passed at the 2004 State Convention


Whereas the traditional family is the foundation of our great history and critical to our future;

Whereas every child deserves a father and a mother;

The Missouri Republican Party supports reforming foster and adoption laws to stop the practice of state placement of children into anything but a married man and woman household.


Whereas we recognize the right of all parents to determine their children’s education;

Whereas we support state and federal efforts to adopt a fair system that grants parents the ability to escape failing schools and attend schools of their choice;

Whereas our public schools are overburdened by government regulations;

Whereas the by-pass mechanism (Blue Hills Corp.) to insure federal funds reach the indented students in non-public school is a costly burden to the state;

Whereas the Missouri Constitution through the Blaine Amendment prohibits direct dispersal of federal funds;

Be it resolved that the Missouri Republican Party supports the repeal of the Blaine Amendment and the elimination of the costly Blue Hills by-pass.


Be it resolved that the Missouri and United States constitutional amendments protecting the sanctity of marriage as being between one man and one woman, upon becoming enacted, shall be superior to any international treaty notwithstanding.


The Missouri Republican Party supports creating a legal and economic environment favorable to biotechnology and other high tech job creation.


The Missouri Republican Party supports the development and implementation of renewable energy technologies in Missouri.


Whereas President Bush has made tremendous progress in protecting and defending the American homeland;

Whereas the President has improved the government’s ability to stop terrorism;

The Missouri Republican Party supports the maintenance of Missouri’s visionary casino loss limits to protect all citizens from terrorist and other criminal elements, laundering of cash capital used to fund their activities.


We resolve to encourage voluntary physician incentive programs to encourage better access to health care for those who are unable to obtain health coverage through private insurance due to medical or economic circumstances.


Whereas the Hispanic community in the United States is now recognized as the largest minority community;

Whereas the Hispanic community in the State of Missouri has grown 100% in the last 10 years;

Whereas the Hispanic community (through the years in the State of Missouri and through many Hispanic Republicans) has helped elect Republican office holders;

Whereas the Hispanic Republicans of Missouri incorporated to assist the Republican candidates in reaching the Hispanic community;

Whereas the Hispanic Republicans of Missouri, Inc. has been accepted as an auxiliary of the Missouri Republican Party;

And whereas the Hispanic Republicans of Missouri, Inc. is the first of its kind in the United States;

Now therefore be it resolved that the Missouri Republican State Convention recognized the Hispanic Republicans of Missouri, Inc. as another component of the campaign to reelect President George W. Bush and the other Republican candidates, national, state, and local.


Whereas the Republican Party has traditionally held national security to a high priority;

And whereas the Republican Party has always been a party of principle rather than politics;

Be it resolved that the Missouri Republican Party supports the admission of a manageable number of immigrants from friendly countries; bolstering of border control efforts on our northern and southern borders including the rejection of amnesty for illegal aliens, limitation on prohibition or issuance of visas to nationals of countries known to support or promote terrorist activity, verifying the recipients of visas are fulfilling the mandates of those visas and do not remain illegally after those visas have expired, prohibiting the issuance of driver’s license to illegal aliens, oversight that ensures state and local governments enforce immigration law, prohibiting the allocation of funds for in-state tuition to illegal aliens, and prohibiting illegal aliens from registering for or enjoying benefits of the Social Security system.
